Just when you thought anti-2A Congress critters couldn't possibly propose something more stupid than what's already been tried, I give you Henry Waxman's latest display of what I'm sure he thinks is sheer genius....

Of particular interest is the following portion of "SEC. 101. DO-IT-YOURSELF ASSAULT WEAPON BAN.":

(1) an assault weapon parts kit;[/QUOTE]

So...what exactly is an "asault weapon parts kit"? I'm glad you asked. Let's consult "SEC. 103. DEFINITIONS.":

[QUOTE](a) Terms- For purposes of this title--

[B](1) the term ‘assault weapon parts kit’ means [COLOR="#B22222"]any part[/COLOR] or combination of parts [COLOR="#B22222"]not designed and intended for repair or replacement but designed and intended to enable a consumer who possesses all such necessary parts to assemble a semiautomatic assault weapon[/COLOR][/B];

(2) the term ‘machinegun parts kit’ means any part or combination of parts designed and intended to enable a consumer who possesses all such necessary parts to assemble a machinegun or convert a firearm into a machinegun;

[B](3) the term ‘semiautomatic assault weapon’ means--

(A) a semiautomatic rifle or semiautomatic shotgun that has the capacity to accept a detachable ammunition magazine; or

(B) a semiautomatic pistol that has--

(i) the capacity to accept a detachable ammunition magazine; and

(ii) any one of the features described in subsection (b)[/B];[/QUOTE]

The text in red means that "any part" (not just a "combination of parts") for a "semiautomatic assault weapon" (the definitions for which are equally asinine) is an "assault weapon parts kit" and could not be legally sold to a consumer (in fact it's availability can't even be advertised), because like any other mechanical contrivance there is NO difference between a part used to initially assemble a firearm and one used to replace a broken/defective one.

Of course, the more fundamental question is how exactly all of this stupidity is supposed to result in "Gun Violence Prevention and Reduction" in the first place? Is the AR I assembled myself from parts on my kitchen table somehow more deadly and prone to be used for murder than the ones I could have bought off the shelf instead? Or would I be less inclined to own one if I'd been forced to go the more-convenient-and-less-expensive route of buying one pre-assembled?

Well, the up side of this story is that Waxman is a notorious moron, and when it's time for him to go it can't get any worse from his district in Beverly Hills and environs. Even if they run the guy who came up with the idea of putting Che Guevera's face on a t-shirt like a rock star...

As it stands now, once you purchase a lower receiver, you own a gun, regardless of how few or how many parts are on it. What will be next, a proposed ban on any type of sighting device?
