California politician can't articulate the issue. Hence, the humor. The bear is tap dancing with hula hoops, and the audience is laughing.

Seems that the politicians main concern is unregistered guns in his state. He can't get any guns out of the hands of the career criminal. He can't show success there to garnish votes to get elected to stay in office, so he's going to fabricate an illusion of success for votes. ???
